Simple One Page Transparent Non Government Run Outpatient
Protection Legislation For All Medical Diagnostic Testing
What It Does? Provides for the construction of large
scale blood, imaging and other diagnostic testing facilities
in the State Of New Jersey to compete in a free, consumer
driven marketplace. These facilities do not accept insurance
which would enable them to deliver fast, reliable and very
inexpensive diagnostic tests to consumers in New Jersey.
How Does It Work? Patients access the facility either
directly with a prescription from their doctor or via their
doctor through a computer concierge terminal at their doctors
office. In both instances full payment is required at time of
service. Both patient and doctor receive results via mail.
Patient receives an itemized receipt for all charges when
payment is made.
Effect Of OPPA Legislation - Drastically lowers the
cost of testing by at least a factor of ten as levels upon
levels of administrative waste, abuse and crony protectionism
are eliminated from the system while introducing economy of
scale because of the large size and efficiency of these
facilities. The focus of these facilities is consumer driven
by quality, reliability and cost which is based on free market
principles.
What If I Have Insurance? - Customers are free to use
any facility protected by this legislation but they would be
required, like everyone else, to pay at time of service.
Consumers are then free to file directly for any benefit they
may wish to use.
Interoperability With Hospitalsure - The drastically
lower prices set by these facilities in the free market would
be utilized by the Hospitalsure oversight authority (Industry
Not Taxpayer Funded) to ensure that these same low prices
are reflected back into the hospital cost structure.
Effect Of The OPPA On Commerce In New Jersey - Attract
new business and innovation to New Jersey. Would allow all
employers including public sector unions and retiree programs
to participate in cost savings through the elimination of
wasteful outpatient diagnostic insurance and allow them to set
a specific dollar amount (if any) they wish to put toward an
employees total health care costs per year.
Effect Of The OPPA On The Patient / Consumer - Empowers
the patient like never before with the ability to shop for the
lowest price and participate in the most innovative free
market based health care economy in the world in New Jersey.
